Paul's argument in Romans 13 is that Christians should be law-abiding citizens. But even Paul was willing to face imprisonment when the government asked him to renounce his faith. Romans 13 does not endorse blind obedience to tyranny. It does, however, requires Christians do give civil government the benefit of the doubt because we know that God is in ultimate control.
